Because three provinces have not agreed to fork over at least 40 percent of the new $8 billion, five-year “bridging assistance” farm-aid package, details of the deal have not been finalized.

Growers blaming trade disputes, especially “U.S. protectionism” and drought say the costs should not be passed onto the provinces to pay.

Manitoba, Saskatchewan and Quebec are the three holdouts who have not agreed to the $2 million per-year contribution.

The funds are directed at environmental and food safety initiatives and renewal programs ($180 million per year), and income disaster and pesticide and green-cover programs ($500 million per year).
